The Royal Charter
Passed in the Grand Council of the 30th year
Preamble
Ratified in a Grand Council, the Lords of Kosforr have agreed, with the consent of the King, have seen it fit to ratify this Royal Charter, to provide for the effective, formal governance of the Kingdom of Kosforr, pursuant to the goals of stability within the Realm.
Article One: The King of Kosforr
A1:S1: The Supreme power in the Kingdom of Kosforr (hereafter referred to as “the Realm” or “Kingdom” shall reside within the holder of the title of King of Kosforr, hereafter referred to as “the King” or “He”
A1:S2: The title King of Kosforr can only be obtained through blood inheritance, Royal Decree, or Resolution of a Grand Council
A1:S3: The King of Kosforr is imbued with the responsibility to enact diplomacy with other states, and as such retains the exclusive right to make treaties of agreement and alliance, declare war and levy taxes on the imports of foreign states.
He is imbued with the responsibility to enact the justice of the realm, and as such retains the right to try criminals, designate Royal Constabularies, and to overturn the decisions of the Lords of the Realm, or to unseat them for high crimes.
He is imbued with the responsibility to maintain a national government, and as such retains the right to raise taxes of all sorts in accordance with the needs of the government and its functions, to charter Royal Companies, and to ensure uniformity of its laws where needed.
He is imbued with the responsibility to enact peace, and as such retains the right to maintain a standing army, and to oversee the military functions of the various Lords of the Realm.
A1:S4: The King may pass laws through two means: Royal Edict or Royal Decree.
The Royal Edict is a law passed by the King pertaining to a specific territory.
The Royal Decree is a law passed by the King pertaining to the Realm at large, or an individual
Article Two: The Lords of the Realm
A2:S1: The Lords of the Realm, hereafter referred to as “Lords” shall arbitrate over territorial holdings in the name of the King.
A2:S2: There are various types of Lord, each imbued with specific responsibilities pertaining to the governance of the realm.
A2:S3: The highest Lords besides the King himself are the Lords Paramount and the Lords Marshal.
Lords Paramount are those in charge of economically prosperous provinces, and are charged with enforcing the King’s law pertaining to productivity.
Lords Marshal are those landed in frontier territories and are charged with providing for their defense, and to supply the King with trained, professional, soldiers.
A2:S4: Lords Paramount and Marshal may subdivide their provinces to provide for purposes of better administration and governance,
L0rds Reeve are those which control a subdivision in the name of a Lord Paramount.
Lords Castellan are those which control a fortification in the name of a Lord Paramount.
Lords Steward are those which control a village or town in the name of a Lord Paramount
Lords Banneret are those which control a subdivision in the name of a Lord Marshal
Lords Warden are those which control a fortification in the name of a Lord Marshal
Lords Captain are those which control a town or village in the name of a Lord Marshal
A2:S5: The Lords Marshal and Paramount may not raise armies, but may establish a Watch with no more than 1,500 men to enforce the King’s Law
A2:S6: The Lords may observe the Right of Feuds, but shall do so in such a way that is in accordance with the King’s Laws, and does not interfere with his property.
A2:S7: The Lords may set policies in their fiefs, but only to the extent that they are not in contradiction with those of Lords above them.
A2:S8: The Lords of the Realm may meet in a Grand Council to advise the King as needed. Their resolutions are only binding in cases of succession.
S2:S9: All Lords must swear an Oath of Fealty to the Kingdom, as follows:
“I (Lord) of House (Surname), swear upon the honor of myself, my kin, and God(s) to serve as a faithful Lord of the realm. I acknowledge the Supreme Power of the King. I pledge my hand to his diplomacy, my gold to his treasury, and my sword to the defense of his Peace.
[If a Lord Paramount or below] I accept the charge of productivity and the enforcement of the King’s Law. I shall ensure the productivity of my lands so the Realm may flourish, and I shall turn my Arms only to the lawless.
[If a Lord Marshal or below] I accept the charge of the frontier and the training of the King’s soldiers. I shall be the shield against all attacks on the Crown, and the sword to strike down its enemies. I shall hold the King’s keeps with iron, and I shall provide him armies when the standards of war are hoisted.
I swear to observe my Rights with honor, never seeking to diminish the King’s property nor defy his edicts. I acknowledge that my titles flow through my King, and that he may strip them from me for such crimes that reconciliation may be impossible.
By the Crown of Kosforr, this is my oath.
Article Three: Succession
A3:S1: All matters of succession are determined by the hereditary claimants to a given title.
A3:S2: A hereditary claim shall be established via the closest relation to the titleholder. Only the genealogical relation between the claimant and the former titleholder are relevant.
A3:S3: In the matters of Succession to a Lord of the Realm, if a successor with the surname of the titleholder cannot be found, the strongest claimant without the surname shall have the valid claim, but their surname shall be changed to that of the titleholder
A3:S4: In the matters of Succession to a Lord of the Realm, if a successor cannot be found, the King shall grant the title to a new House, who may retain their surname
A3:S5: In the matters of Succession to the King of the Realm, if a successor cannot be found, a Grand Council shall be called upon to determine the next King.
