I, Alaric of the House Kasra, King of Kosforr, Lavestra, and Old Moat, Lord Paramount of the West Bay, Lord Reeve of of the Kagori Peninsula, Lord Steward of Kagori City, Lord Castellan of Hollowhill Motte, Lord Castellan of Fort Tribute, Raiser of Keeps, and Keeper of the Crown, declare: 

That Zacharie De la Roche has violated the Law of the Kingdom of Kosforr by illegally settling in Kosforri lands, and is in dereliction of his duty as a Lord of the Realm of Kosforr. He has also violated Articles One, Five, and Seven. As such, the Crown recommends his immediate arrest and prosecution.

As authored by a special advisory committee on behalf of the Regional Government of Simnaria, with Aturnicus Merit serving as committee chair.

As has been made abundantly clear to the committee, the rogue “citizen” Zacharie De la Roche has been illegally encamping in an undisclosed locale within the Kosforri borders. Though it is his right to settle where he pleases it is vital to note the importance of informing the leader of the given polity. Mr. De la Roche has failed to adhere to this implied responsibility and is therefore in breach of unilaterally agreed on Regional Charter. It is therefore the opinion of this independent advisory committee that Mr. Zacharie De la Roche should be prosecuted to the fullest extent granted to the Ministry of Justice and its Chief Minister Alaric Kasra. 

We see this as a realistic use of the collective power as a swift, forceful, and detrimental judgement would dissuade any future instances of these actions from ever occurring again. We urge the Chief Minister to exercise all power given to them in the written script of international law as well as the indisputable implied constructs on which our legal system operates. 

It should be noted that the committee does not vie for the permanent exile of Mr. De la Roche, but rather a temporary imprisonment, and future resettlement. The committee believes that all material gains Mr. De la Roche has accumulated should be returned to the Kingdom of Kosforr (whom we believe most material was gained from) along with any territory fraudulently gained. It is of the opinion of this committee that Mr. Zachaire De la Roche has proven a unique interest in participating in the realm and it would be seen as a gross overuse of the power vested in the courts and by extension, the government. We instead believe that Mr. De la Roche and his proven interest should be given the opportunity to “start anew” in the realm following the established legal methods of vested and permanent citizenship.

Ruling;

I, Alaric of the House Kasra, King of Kosforr, Lavestra, and Old Moat, Lord Paramount of the West Bay, Lord Reeve of of the Kagori Peninsula, Lord Steward of Kagori City, Lord Castellan of Hollowhill Motte, Lord Castellan of Fort Tribute, Raiser of Keeps, Keeper of the Crown,and Minister of Justice of the Simnarian Regional Government declare:  

In the case of De La Roche v Kingdom of Kosforr, the defense argued that provisions in Article One and Two cannot infringe on one’s right to homestead. However, these rights of creativity indeed cannot supersede the provisions in Article One, which states, “Kosforr inhabits all continental lands west of the River Kebor.” Because of this, and the Citizenship Clause in Article One: “It is imperative that joining members swear allegiance to one of the existing crowns … The player must make their decision before leaving the spawn chunk”  it is clear that one’s right to homestead must be within the boundaries of the law, of which the defendant was not. In building and using resources on the lands owned by the Kingdom of Kosforr, Mr. De La Roche was in violation of the Regional Charter.   

For these reasons, the Court finds the Defendant guilty of all charges, and recommends the penalty of death.
