The Charter for the Establishment of a Regional Collective

The Region of Simnaria

Article One;

This constitution is to serve all those who serve and reside under the collective banner of the Region of Simnaria. The realm is a place where the primary force of good is creativity. Without the creativity of its members, the realm dies. As such, there are laws protecting an individual’s right to their given creativity. Excluding shapes or structures that contain possibly offensive or sexual material or origin, members are permitted to craft as they please. While it should be noted the preferred style is that of late medieval Europe; adherence to that style is not a prerequisite for construction, but is highly encouraged for the preservation of culture and lore consistency. 

There are two nations members can choose to join as delineated by the Treaty of the Tracts. The first “Kosforr” is on the western side of the “River Kebor” and is currently presided over by the noble House Kasra. Kosforr is a traditional, feudal government in which large tracts of land are leased to semi-autonomous lords. The second, is most notably not one nation, instead it serves as a commonwealth of nations. The Second Commonwealth of Keboria serves as a consortium of different member states who are given near complete autonomy but swear allegiance to the government of Keboria for certain benefits.

It is imperative that joining members swear allegiance to one of the existing crowns in order to retain relative geopolitical stability. The player must make their decision before leaving the spawn chunk and must be accompanied by the requisite nations leader before they homestead.

Article Two;

The individual player is given unalienable “spawn rights.” These rights cannot be stripped from the individual player. However, the player can choose to forfeit some of or all of these rights to assimilate to a given nation’s Social Contract.

  • The first right is two votes in the House of the Collective. Which can be cast by yourself or given to a higher national power to cast in your stead.
  • The second is the right to choose your given governmental structure.
  • The third is the right to practice whichever religion you identify with.
  • The fourth is the right to free choice and construction. Legal restraints on your creativity will never be permitted.


Article Three;

Nations are required to adopt all “blanket” laws enacted in this piece of legislation and will not be permitted to write domestic laws negating the principles outlined in this document. It is a nation’s government right to write additional statues in relation to those contained in the collective. This allows a large breadth of freedom for nations to determine their own systems of governance but retain basic statues for all players to abide by.

Article Four;

Basic voting rights and proportional representation will work according to the following guidelines.

A4~P1:  All players are granted two votes once they spawn in the realm.

A4~P2:  Once a player joins a nation and thus “forfeit” their vote to the seat of power the other                                       nation is granted one vote in the players stead.

A4~P3:  All legislation must garner a 75% vote in order for it to be considered a pass.

Article Five

A5~P1:  The two primary landholders within the region are the Second Commonwealth of Keboria and the Kingdom of Kosforr. Though the Treaty Of the Tracts simply divided the lands along the East – West axis created by the River Kebor. As the explored area grows past the River Kebor, the coast of Kosforr is the determining factor, all lands east of the Kosforri Coast are Keborian.

A5~P2: All travel into or through foreign borders will require proper documentation, and prior verbal confirmation of your arrival, which in turn will need to be confirmed and accepted by a dignitary of the nation you are trying to enter. All actions and/ or transgressions committed on foreign lands in opposition to the common law, and national statues, are penalty to the punishment derived by the Collective. 

A5~P3: All items lost by death or storage in chests not on your own land are, on your departure from their sovereign land, theirs. Any vie for the return of your supplies will be unfounded, and thus, not carry any weight.

A5-P4:     Any nation aside from Keboria and Kosforr does not have any land that is automatically granted to them. Thus all land must be given by charter, all lands taken without charter, are illegitimate, and thus contested. 

A5~P5: All land charters will be voted on and passed by a super majority in the House Of the Collective.

A5~P6: The Isle of Simnaria is international territory, no passports are required for admittance. All structural changes and plans will need to be approved by a simple majority in the House Of the Collective.

Article Six

A6~P1: The nether shall remain largely uncontrolled and as such, large claims of land are prohibited by the following statues and regulations.

A6~P2: Each nation or vassal is allowed to lay claim to an area extending 4 blocks from the portal’s edge in all directions. This land should be used exclusively for nether storage, crafting, and an arrivals center into the nether. Use of this charter for offensive purposes, the storage of weapons, and high volumes of explosives (beds included) is prohibited. 

A6~P3: Nether fortresses, bastions, and other areas of strategic importance are international lands. By extension, all blocks of quartz, gold nuggets, and netherite (along with similar blocks) outside of the nether portal exception are to be dealt with on a first come first serve basis.

A6~P4: Naturally spawning entities in the nether are to be left alone unless hostile. The primary exception to this statute is trade with piglins.

Article Seven

A7~P1: As outlined by the Treaty of the Tracts, there are two countries, divided by the River Kebor

A7~P2: The sole exception is the creation of new nations, which a special charter of the Regional Government must establish. To be eligible for a charter, a polity must: have a title to the territory, exercise sovereignty over the territory, and maintain diplomatic relations with other sovereign states. 

A7~P3: Kosforr inhabits all continental lands west of the River Kebor. Where it turns eastward, the lands of Kosforr are those contiguous with the western bank of the River, thus including the continental lands north of it. Regarding the Bay of Simnaria, the waters are international up to its barrier island and along its southern and western coasts. These lands belong to Kosforr. 

A7~P4: Keboria inhabits all lands east of the River Kebor. Its primary location is a series of islands along the River, separating it from the ocean. However, the Commonwealth of Keboria also owns all islands and continental lands across the sea.  

A7-P5: States reserve the right to issue titles and divide their lands as they see fit.

Article Eight

A8~P1: While, usually nations borders are theirs to open or close at their discretion, there are special circumstances in which an vetted agent, or person, directly associated with the Regional Government of Simnaria can cross into a nation without prior approval or proper cancellation on passport or similar document.

A8~P2: If the collective ratifies the need to cite any person of the realm as a unilaterally identified criminal. As such, any police or armed force with the expressed intent of delivering the aforementioned criminal to justice.

A8~P3: Based on the two earlier clauses these militias are not to be used against a nation, or colonies but, rather a given and identifiable person or persons on the run from any laws or regulations listed in this document.

A8~P4: Nations are not allowed to stop a force that adheres to the previous statues and that is confirmed by the collective, as a largely, nonviolent, international movement and/ or police force, with the clear unalienable purpose of propagating a more peaceful and prosperous region through the capture of internationally recognized criminals.

Article Nine

A9~P1: All legislation will be voted on in the Commonhouse, which is comprised of proportional representatives of each member state 

A9-P2: Kosforr retains the power of “bloc vote”, which entails all polities deferring their voting power to the Crown 

A9-P3: The Office of the Consulate shall be made up of the Heads of State of the Regional Government member states, it shall serve as the chief executive body, and require unanimous approval of all acts of the Commonhouse. It may make amendments to acts, which will later have to be approved by the Commonhouse to pass.
